Understanding the Libyan landscape
In his latest article published with War On The Rocks on 27 January, Tim Eaton opens a discussion around the nature of a key Libyan actor, the so-called Libyan National Army (LNA) or Libyan Arab Armed Forces (LAAF) which has been operating under the command of Eastern-Libya based General Haftar in his competition against the UN-recognized Government of National Accord (GNA). For Eaton, the LAAF qualifies as a “hybrid armed actor”, a term reflecting the LAAF’s complex relationship with Libya’s institutions as well as its territorial outreach and power. Eaton’s article pinpoints the difficulty for policymakers to understand the nature of Libyan key actors and design appropriate responses.
