“This War Is Out of Our Hands”
In a report published on 14 September with Carnegie Endowment for International Peace (originally with New America), Frederic Wehrey retraces the internationalization of the Libyan conflict, since the fall of the Gaddafi regime in 2011. In this report, Wehrey identifies three key phases in the Libyan conflict, through which he demonstrates the progressive intensification of the proxy aspect of the conflict: the 2011 revolution and the post-revolutionary period until 2014, the proxy war in the context of the Dignity versus Dawn civil war and its aftermath until 2019, and thirdly the battle for Tripoli and the post-2019 phase. In a current context marked by direct intervention by foreign powers through more and more sophisticated weaponry, Wehrey warns against the further marginalization of the Libyan people, who are the first victims of these political, economic and military confrontations.
