A Minister, a General, and the Militias: Libya’s Shifting Balance of Power

In a report published on 19 March with the New York Review of Books (NYR) and Carnegie Endowment for International Peace, Frederic Wehrey argues that Khalifa Haftar’s offensive in Southern Libya has caused a major shift in the balance of power in Libya.
