On 17 December, Michael O’Hanlon and Federica Saini Fasanotti published an opinion piece with The Hill in which they set out recommendations for the newly elected Joe Biden administration on how to address the Libyan political and security stalemate. O’Hanlon and Saini Fasanotti precisely identify the core issues at stake, such as revenue distribution and engagement of the appropriate political and security actors supported by a decentralized approach. In their paper, they also encourage a particular focus to be given to the Libyan Coast Guard, to reposition this institution for the emergence of coordinated local forces.
