On 4 November, International Crisis Group (ICG) published a report analysing the content of the ceasefire agreement signed by the 5+5 Joint Military Commission on 23 October, representing Libya’s rival sides, the Government of National Accord (GNA) and General Haftar’s eastern factions. ICG’s insights demonstrate that while the agreement does constitute a significant step forward in the history of the Libyan conflict, it is nevertheless rather fragile, or as ICG puts it “the potential for backtracking is considerable, and some is already occurring”.
