On 15 May, Frederic Wehrey and Emadeddin Badi published with War On The Rocks an in-depth analysis of the current situation in Libya resulting from the offensive launched by Eastern-Libyan General Haftar on Tripoli. Wehrey and Badi aim at correcting misunderstandings regarding Haftar’s intentions and capacities and argue that international powers should not support Haftar with the idea that he can be a game-changing figure enabling unity and institutionalization in Libya. They write:One of the truths of post-revolutionary Libya is that no single military or political actor has been able to exert a preponderance of control and sovereignty. Libya’s militia bosses and factional elites, including Haftar, have long had a mutual economic and political interest in keeping conflict simmering, eschewing both decisive outcomes on the battlefield and outside attempts to end the fighting.Frederic Wehrey is a senior fellow at the Carnegie Endowment for International Peace. On 15 May, Wehrey testified before the United States Congress on the situation in Libya to present his views on U.S policy towards Libya.
