Ben Fishman for The Washington Institute has published a Policy Analysis looking into the prospects and challenges for the UN Action Plan in Libya. In the analysis Fishman argues that the initiative’s success is dependent on genuine commitment from Libya’s multiple stakeholders, expansive and complementary support for UN-led dialogue by the international community rather than backing factions with mutual interests, and a noticeable upgrade to the quality of daily life for Libyans. Furthermore, Fishman explores two ways in which the US could work to bolster the UN Action plan:
First, it should continue to encourage all parties with interests in Libya to support only the UN-led dialogue effort and actively dissuade Libya's factions from appealing for separate endorsements or establishing alternative forums for mediation… Second…the United States should find a way to repurpose some less-urgent existing funding for Libya programs to the Stabilization Fund and encourage its European and Gulf partners to match or exceed this funding.
