On 25 August, Libya-based political analyst Ashraf Boudouara published an op-ed in NewEurope examining the effectiveness of the European Union's policies in Libya. Boudouara argues that elections alone will not bring stability to Libya, and the EU has done well to invest in programmes for strengthening civil society, good governance, the rule of law and human rights protection. However, if elections are delayed, or if they are held without broader democratic practices taking root, Libyan governance will continue to be dominated by practices of muhasasa, or 'appointing members of government based on tribal affiliations and favours of support.'
