On 1 May, Foreign Affairs published an article by analysts Jalel Harchaoui and Frederic Wehrey under the title ‘Libya’s False Peace’. In their article, the authors look at recent US interest in Libya, spearheaded by President Trump’s Advisor Massad Boulos, who recently brokered an apparent breakthrough deal for a unified budget between the country’s two rival governments. While the deal is ‘certainly a step in the right direction’, the authors argue, ‘Washington should not imagine that what is essentially a financial deal between two dynasties constitutes a major advance toward political unification’, as the agreement fails to address the ‘deeper drivers of Libya’s crisis and raises the risk of renewed destabilization.’
