Rosa Luxemberg Foundation publishes article on the UAE's 'secret warfare techniques' in Libya and Sudan

In July, the Rosa Luxemberg Foundation published an article by Akram Kharief titled ‘The Secret Warfare Techniques of the United Arab Emirates in Libya and Sudan’. Kharief argues that since 2011, the UAE has built a ‘discreet yet consistent’ presence in Libya and Sudan - as well as Somalia - to serve its security, economic, and ideological interests. The article analyzes this power strategy along three axes: military operations, indirect influence, and legal maneuvering. Drawing on OSINT data, expert reports, open media sources, and specialized publications, it offers an integrated understanding of Abu Dhabi’s hybrid interference dynamics in these tension zones.
