On 13 April, Middle East Online (MEO) published a report titled ‘Libya agrees unified budget but implementation doubts remain’. After Libyan rivals approved a unified state budget for the first time in more than a decade, the success of the breakthrough deal remains entirely dependent on implementation. The report reviews the different reactions to the deal, with most actors stressing the importance of implementation, whose risks remain high, with the real test lying in whether rival institutions can sustain coordination beyond the signing ceremony.
